The CIA is concerned that its analysts be able to think. Of course, the real issue has ever quite been on that level but its "customers'" pre-conceptions and wanting to hear them confirmed e.g. the pressure to cook intel or have it ignored. IN other words, the agency's relationship to facts is in fact a secondary problem.
